7/16/2013 – LUKE AIR FORCE BASE, Ariz. (AFNS) — Air Force officials announced June 27 that Luke Air Force Base, Ariz., has been chosen as the location for 72 additional F-35A Lightning IIs, bringing the eventual total number of the fifth-generation fighters expected here to 144.

The Air Force’s initial decision to establish an F-35 pilot training center here was announced in August 2012, following a three-year process that included an extensive environmental impact analysis.

“This is great news for Luke AFB and the West Valley community,” said Brig. Gen. Mike Rothstein, the 56th Fighter Wing commander. “The decision to base additional F-35 fighters here ensures the long-term viability of our mission and continues our legacy of training the world’s greatest fighter pilots.”

The F-35A, manufactured by Lockheed Martin, is intended to be the Air Force’s premier strike aircraft through the first half of the 21st century. It is a multirole fighter that is expected to eventually phase out the service’s F-16 Fighting Falcons and A-10 Thuderbolt IIs.

Aircraft are expected to begin arriving at Luke AFB in spring 2014, although exact timing will depend on production schedules. Construction on base to prepare for the aircraft is currently underway, with about $10 million of $57 million in projects already completed.

The 2012 Record of Decision cited several reasons why Luke AFB was the service’s top choice for F-35A basing, including facility and ramp capacity, range access, weather and capacity for future growth.

The base, which has been training fighter pilots for more than 70 years, also enjoys tremendous community support.

“We’re surrounded by a very supportive community that is the envy of the Air Force,” said Rusty Mitchell, the director of Luke’s Community Initiatives Team, who has worked with government officials and community stakeholders on behalf of the base for more than a decade. “We can’t thank our West Valley neighbors enough for how they’ve come together in support of our mission.”

In addition to training U.S. pilots, Luke will also serve as an F-35A International Partner Training site

Orlando, Fla., July 12, 2013 – Lockheed Martin [NYSE: LMT] recently delivered the 100th Electro-Optical Targeting System (EOTS) for the F-35 Lightning II. EOTS provides affordable, high performance multifunction targeting to the F-35’s full spectrum of military operations.

EOTS is the first sensor that combines forward-looking infrared and infrared search and track functionality to provide F-35 pilots with situational awareness and air-to-air and air-to-surface targeting from a safe distance. This technology allows aircrews to identify areas of interest, perform reconnaissance and precisely deliver laser and GPS-guided weapons.

“F-35 pilots can use the imagery to determine exactly where to strike while staying out of harm’s way,” said Ken Fuhr, director of fixed wing programs at Lockheed Martin Missiles and Fire Control. “Delivering our 100th F-35 EOTS is one step closer to ensuring all F-35 pilots can perform their missions and return home safely.”

Lockheed Martin is currently producing EOTS under the seventh low-rate initial production contract. Planned production quantities for the F-35 exceed 3,000 aircraft with deliveries through 2030.

Key components of EOTS are manufactured at the company’s Ocala, Fla., and Santa Barbara, Calif., facilities. In addition to EOTS, Lockheed Martin also manufactures the low observable window for the aircraft at the company’s Orlando, Fla., facility.

The F-35 Lightning II is a 5th generation fighter, combining advanced stealth with fighter speed and agility, fully fused sensor information, network-enabled operations and advanced sustainment. Three distinct variants of the F-35 will replace the A-10 and F-16 for the U.S. Air Force, the F/A-18 for the U.S. Navy, the F/A-18 and AV-8B Harrier for the U.S. Marine Corps, and a variety of fighters for at least 10 other countries.

On 18 July, without a formal ceremony and in a state of political turmoil, Italy launched assembly activities on its first Lockheed Martin F-35A combat aircraft.

The new, €800 million ($1 billion) final assembly and check-out (FACO) facility inside Cameri air base, near Milan "was established in a compressed period and is running on schedule and budget," General Chief Inspector Domenico Esposito, head of Aeronautics Armament Procurement, said in a recent interview released by the Italian defence ministry.

Despite the value of Italy's industrial commitment to the F-35, government and political representatives did not attend the opening event. This situation was prompted by two recent parliamentary votes against the programme, which saw the split ruling majority approve a motion which will require parliament to vote for any further purchases of the aircraft.

Italy currently plans to acquire 60 conventional take-off and landing (CTOL) F-35As and 15 short take-off and vertical landing (STOVL) F-35Bs for its air force, plus 15 more of the latter for the navy to employ from its Cavour aircraft carrier.

The combined total represents a challenge for the Italian government and an industrial team that includes Alenia Aermacchi and Lockheed, as the FACO has been established assuming national investments to assemble at least 131 F-35A/Bs for Italy and 85 A-model examples for the Netherlands, which could now potentially buy as few as 55. Nonetheless, Esposito says: "We hope to reach 200 units, with other potential sales in the European-Mediterranean region."

However, the main investment return is expected to come from future F-35 support activities for regional operators, also including the US military, with Lockheed indicating the Italian FACO as being the logical maintenance, repair, overhaul and upgrade (MRO&U) centre of excellence for the European and Mediterranean region.

"With the aircraft assembly reaching its regime, the FACO will gradually evolve into a MRO&U facility for the estimated potential 600 F-35s operating in the same region and other customers," Esposito says. "We already signed an agreement with the Netherlands for assembling their F-35s, while they will support our aircraft's [Pratt & Whitney F135] engines. A similar agreement in the aircraft logistic support area has been signed with Norwegian authorities for their planned F-35 acquisition."

According to Esposito, the work performed at the FACO and elsewhere in Italy should sustain at least 6,000 jobs, while "allowing in parallel the relinquishing of F-35 technology to national industry". Rome had previously cited a figure of 10,000 linked to a 131-aircraft buy.

Cameri air base already accommodates Italy's repair and overhaul hub for the Eurofighter and Panavia Tornado. The secure FACO compound hosts the assembly and check-out line for both CTOL and STOVL variant aircraft, as well as Alenia Aermacchi-managed assembly facilities for F-35 full-wing sets.

With FACO delivery capability of two aircraft per month, the wing component production, lasting from 2011 in initially temporary facilities for early Lot 5 and 6 to speed the learning curve, can reach up to six full sets per month. The full-wing set components arrive in Cameri from other Alenia Aermacchi facilities and national small-to-medium enterprises.

"The 131 aircraft reduction to 90 lowered the overall programme costs to €14.3 billion, of which €2.1 billion is already spent," Esposito says. While the defence ministry has not provided a split for the total cost, it is believed to include €800 million for development, about €7.5 billion for aircraft acquisition, €3.3 billion for support, logistical equipment, infrastructure and base upgrades, and modifications required for the Cavour, plus around €1.7 billion for initial logistics support services until 2027.

Italy has so far seen a return on its investment worth €800 million, and Esposito says its overall benefit is estimated as eventually totalling $14.7 billion, or roughly 76% of its development and production phase costs, before considering MRO&U activities.

The majority of the return will come through Alenia Aermacchi, which has already received contracts worth a combined $141 million linked to the F-35's sixth and seventh low-rate initial production (LRIP) orders. In all, the Finmeccanica company's stake through LRIP 11 production is estimated at $1.2 billion, largely related to non-Italian aircraft.

"Around 30 small-to-medium enterprises are also involved in the programme, while others are expected to join, increasing the overall technology level for Italian industries fabric," Esposito says. However, he notes that the national reduction from 131 to 90 aircraft has seen Alenia Aermacchi's overall production plan reduced from about 1,200 to 800 wing-sets for the F-35.

Italy has so far confirmed orders for three F-35As each in LRIP 6 and 7, and provided initial funding for four more in Lot 8. The defence ministry is also believed to have advanced funds for three F-35As and a first F-35B for the navy as part of LRIP 9.

However, analysis is continuing to evaluate the possible impact of postponing acquisitions toward full-rate production lots, and even further cuts, versus the nation's agreed investment returns.

USMC F-35B test pilot makes first shipboard night landing

A US Marine Corps test pilot has performed the first vertical night landing at sea on board the USS Wasp with a Lockheed Martin F-35B Joint Strike Fighter (JSF).
The F-35B is embarked on board the amphibious assault ship for the short take-off vertical landing variant's second set of sea trials, which started on 12 August.
"It all went extremely well," says Lt Col C R Clift, the USMC test pilot who performed the 14 August manoeuvre. "Eight successful landings in one night, so we're tracking favourably along the learning curve."

The sea trials are scheduled to run for 18 days. "Pilots will expand the F-35Bs allowable wind envelope for launch and recovery, conduct its first-ever night operations at sea, conduct initial mission systems evaluations at sea, evaluate the dynamic interface associated with aircraft operations on a moving flight deck, and further evaluate shipboard sustainment of the F-35 Joint Strike Fighter," says the F-35 Joint Program Office (JPO).
According to the JPO, this is the second of three planned test series aimed at expanding the F-35B's shipboard operating envelope for the USMC. The first set of sea trials were completed in October 2011.
Completion of this second round of trials should provide sufficient data to the US Navy and USMC to certificate the F-35B for shipboard operations ahead of its first active deployment in 2015, the JPO says.
Some of the lessons learned from the first series of sea trials showed that the ship needed a few modifications to accommodate the F-35B. As a result, the USS Wasp now sports a new composite deck coating that offers additional heat protection.
In addition, some of the ship's lights and sensors had to be moved.
