Paris Air Show 2015: Raytheon pitching SDB II precision-guided bomb to the UK

Raytheon is in "significant" discussions with the United Kingdom for the possible sale of the company's GBU-53/B Small-Diameter Bomb (SDB) II, a senior company official told IHS Jane's at the 2015 Paris Air Show.

Speaking on the first day of the show on 15 June, Mike Jarrett, Vice President Air Warfare Systems, said that the UK has shown "heavy interest" in the air-to-surface precision-guided munition (PGM) as a possible fit for its Lockheed Martin F-35B Lightning II Joint Strike Fighters.

"We have been is significant discussions with the UK Ministry of Defence [MoD] on the SDB II, and they are certainly well briefed on its capabilities," he said.

According to Jarrett, Raytheon believes its SDB II glide-bomb stands a good chance of supplanting the turbo-jet powered Selective Precision Effects At Range (SPEAR) Capability 3 PGM that is being developed by MBDA UK's Team Complex Weapons (Team CW).

"We can compete against the SPEAR Cap 3, and we expect a decision [from the MoD] by the end of the year," he said. To further the company's chances, Jarret noted that Raytheon UK would look to manufacture significant portions of the SDB II in-country, should it secure a sale.

The SDB II was recently awarded its 'Milestone C' decision in May, and Jarret told IHS Jane's that Raytheon expects the first low-rate initial production (LRIP) contract to be signed ahead of time in June. Four follow-on production lots have already been defined, he noted.

SDB II has been developed by Raytheon to provide an all-weather, day and night, air-to-surface attack capability against stationary and moving land or sea targets at close-in to stand-off distances. The weapon incorporates an improved tri-mode seeker that features a millimetre-wave (MMW) radar, uncooled imaging infrared (2IR), and semi-active laser (SAL) mode of operation. This seeker enables the SDB II to autonomously search, acquire, and track its target before automatically selecting the optimum aim-point.

At just 1.766 m in length and weighing only 90 kg, the SDB II has been designed to fit in the internal weapons-bays of the Lockheed Martin F-22 Raptor and F-35, as well as being carried externally by other fighter types. The weapon is currently cleared for carriage aboard the short take-off and vertical landing F-35B, the carrier variant F-35C, and the Boeing F-15E Strike Eagle. In addition, Raytheon is in the process of performing fit checks on the Boeing F/A-18E/F Super Hornet for the US Navy.

Jarrett told IHS Jane's that the live-fire tests carried out to date have seen the munition in its 'normal' attack mode of MMW and 2IR, and that the SAL seeker will be tested later in 2015.

While the US Department of Defense (DoD) has not publically stated the number of SDB IIs that it is procuring, Jarret said that the requirement runs into thousands of bombs. He added that Raytheon is seeing considerable international interest in the product, especially from nations looking to field the F-35, and that he expects exports to amount to 50% more than the DoD's take-up. According to Jarrett, the first international orders should be received in about the 2017 to 2018 timeframe.

Paris Air Show 2015: Antonov reveals An-188 strategic transport aircraft

                    Key Points

                    • Antonov have revealed plans to create the An-188, a four turbofan engine powered variant of the An-70
                    • The company is also planning an alternative variant of its An-178, the An-178-111, featuring western avionics and engines for export

Antonov is developing a jet-engined version of the An-70 strategic transport aircraft, the An-188, company officials announced on 15 June at the Paris Air Show 2015.

Dmytro Kiva, Antonov's president and general designer, said that following the acceptance of the turboprop powered An-70 into Ukrainian service in January, "this aircraft has become the basis of the new An-188 with jets."

The company is positioning the An-188 in a similar niche to the An-70 or the Airbus A400M, with its maximum take-off weight of 140 tonnes and maximum payload of 40 tonnes, sitting in between that of the Lockheed Martin C-130 (79/20 tonnes) and the Boeing C-17 (255/75 tonnes).

Kiva said that the "aircraft [will be] able to operate from unpaved airfields [and] short airfields" of 915 m in length. As the aircraft used turbofan engines it "would provide "high economic efficiency and small fuel consumption", he added. Antonov specifications state the aircraft will have a fuel consumption of 4,600 kg per flight hour.

With the Ukrainian firm keen to move away from its previous relationship with Russia, and to try to increase the export potential of the aircraft, the An-188 is intended to be fitted with "western avionics and equipment, including engines".

Asked by IHS Jane's if and when the company would begin building a prototype An-188, or when it might even be ready to fly, Kiva said the company was now working and negotiating, but "we are not ready to say exactly when it will be ready to produce. But it's fair to say we have changed the An-70 considerably, because it's not only another engine, it will be another construction of the aircraft including in particular an enlarged wing."

The An-188 will be powered by four turbofan engines and although Kiva mentioned possibly using a western engine on the An-188, current plans are to use a Ukrainian engine from Motor Sich. Kiva said, "As far as the An-188 [is concerned], we are at the negotiation stage and in particular we are considering the possibility to equip it with Ukrainian engines made in Zaporizhia", that is, Motor Sich. He added that "there are two possible variants of engine, the D-436-FM, the new one, or I-28". It is unclear what engine he referred to as the I-28, but the D-436-FM is a new version of the Ivchenko-Progress D-436 turbofan that powers the An-158 civil airliner. According to Kiva this new version "will be ready next year".

Antonov officials also revealed that the company is working on a new variant of the An-178 twin-engine turbofan transport aircraft, which made its airshow debut at Le Bourget.

Although the An-178 only had its maiden flight on 7 May at Kiev-Antonov Airport (Gostomel), having been first revealed in 2010, the type has since secured a launch customer (with Azerbaijan's Silk Airways having ordered 10 aircraft) and a new variant.

Called the An-178-111, the new version will feature western engines and western avionics and systems - rather than the Ukrainian/Russian standard systems on the An-178. Accordingly, instead of the current D-346 engine the An-178-111 will be offered with either General Electric CF34-10 or Pratt & Whitney PW1500 engines.

Antonov also revealed at the Paris Air Show that the An-178 should have completed civil type certification and seen the first aircraft delivered by the end of 2016. The An-178 is essentially an An-158 civilian transport/regional airliner fitted with a rear cargo bay door, for either the commercial freight or military markets.

Besides its general transport functions, Antonov said that the An-178 is planned to receive an air-to-air tanker (AAR) refuelling capability. For the AAR role, Antonov envisages the installation of a removable fuel tank within the cargo bay of the aircraft, providing a 15,000 kg fuel payload.

Antonov is pitching the An-178 as a replacement for the An-12 'Cub', the An-26 'Curl', and the An-32 'Cline' airlifters currently in service with various customers. With an 18-tonne payload, the An-178 sits amid various potential rivals on the export market, including the Lockheed Martin C-130J-30 Hercules (22 tonnes); the Embraer KC-390 (23 tonnes); and the United Aircraft Corporation-Hindustan Aeronautics Limited Multirole Transport Aircraft (15-20 tonnes).

Paris Air Show 2015: Rafael launches extended-range I-Derby

Rafael Advanced Defense Systems took the opportunity at Paris to debut an extended-range (ER) variant of the I-Derby short- to beyond-visual-range (BVR) air-to-air missile (AAM) it unveiled at Aero India in Bangalore in February.

The new missile uses a dual-pulse solid rocket motor that extends the range of the missile from 65 km to around 100 km (assuming a 'standard' engagement at around 20,000 ft with firing and target aircraft approaching head-on at M0.9). It retains the Derby's short-range and lock-on-before launch capabilities, along with the I-Derby's software-defined radar seeker, which allows the seeker's performance parameters to be updated to address new or evolving threats.

Paris Air Show 2015: Boeing touts ground-launched SDB for Poland

Poland has 'a need and an excellent opportunity' to field the Ground-Launched Small-Diameter Bomb (GLSDB), manufacturer Boeing told reporters in late May.

Speaking ahead of the Paris Air Show at Le Bourget, Debbie Rub, Vice President Global Strike, said that Poland's need to procure a strategic rocket system under a programme called Homar (Lobster) could be satisfied by the GLSDB.

In March, Poland's Armament Inspectorate invited national arms manufacturer Huta Stalowa Wola (HSW) into negotiations for the delivery of wheeled WR-300 Homar multilaunch rocket systems (MLRSs). Boeing believes the GLSDB, which was demonstrated earlier in the year, might be a good fit for this requirement.

The purchase is expected to be worth PLN2.61 billion (USD724 million) for 60 WR-300 launchers to be delivered by 2022.

Developed in partnership with Saab, Boeing's GLSDB combines a GBU-39B SDB I with an M26 rocket to convert the air-launched bomb into a ground-launched munition, and is being marketed as an alternative munition for the M270A1 MLRS.

According to Boeing, the GLSDB has a range of 150 km, which is more than double that of the current Guided MLRS rocket and on a par with short-range ballistic missiles such as the Army Tactical Missile System (ATACMS), but at a fraction of the cost. Launch tested in March, the munition is now ready for delivery and can be handed over to a customer within 18 months of a contract being signed.

State-owned Hindustan Aeronautics Ltd. (HAL) recently signed a memorandum of understanding (MoU) with BAE Systems for upgrading the Indian Air Force’s Hawk Mk.132 advanced jet trainers (AJTs), development of combat Hawks for Indian and export markets, and maintenance solutions for supporting the IAF’s Jaguar and Hawk fleets, says HAL Chairman T. Suvarna Raju.

The Hawk Mk. 132, which is equipped with inertial navigation and global positioning systems, head-up display and hands-on throttle and stick controls, has the capability to be used as a ground attack aircraft as well as for air defense, says HAL. It is being developed under license from BAE, which initially secured an order in March 2004 for 66 trainers for the IAF, including 24 off-the-shelf from its UK facility and the remaining 42 from HAL. The first HAL-built aircraft was handed over in August 2008. HAL and BAE inked another deal to manufacture 40 more Hawks for the IAF in July 2010. Of these, HAL has so far produced 25 and will be completing deliveries by 2016-17.

Another contract was signed between the Indian Navy and HAL in July 2010 for 17 Hawk AJTs and associated equipment, of which 11 have been produced and all will have been delivered by 2016-17.

HAL Chairman Raju says, “It is important for both sides to soon finalize the scope of the Hawk Mk. 132 upgrades and other work packages under the MoU agreement at the earliest.”
