شيكاغو — قال مسؤول كبير في شركة Textron AirLand بأن الشركة تخطط لإدخال نسخة معدلة من طائرات Scorpion في مسابقة برنامج T-X لطائرات التدريب البديلة التي تقيمها القوات الجوية الأمريكية.
وتتطلع الشركة أيضًا إلى سوق التدريب الدولي كمجال لازدهار الطائرة، والتي لا تزال تعمل على توقيع أول عملائها.
وقد تجنب المسؤولون التنفيذيون في شركة Textron الإجابة عن سؤال حول ما إذا كانت الطائرة Scorpion ستدخل مسابقة TX، وأشاروا إلى أن الأمر قيد النظر ولم يؤكدوا الأمر. كانت التعليقات من ستيفن بورك، نائب الرئيس الإقليمي لتطوير الأعمال العسكرية في شركة Textron AirLand، هي الأكثر وضوحًا وصراحة التي يدلي بها مسؤول تنفيذي عن خطط لدخول سوق التدريب.
وأخبر بيرك صحيفة Defense News في 23 أغسطس خلال المؤتمر السنوي لجمعية الحرس الوطني في الولايات المتحدة الأمريكية في شيكاغو: ” سوف ننافس في مسابقة T-X “.
تم تصميم الطائرة Scorpion لكي تكون طائرة الاستخبارات والمراقبة والاستطلاع (ISR) مع قدرات شن الغارات والقصف. ومنذ إزاحة الستار عن الطائرة في سبتمبر، وقد أبرز المسؤولون في شركة Textron الطبيعة القياسية والتركيبية للطائرة، وهو شيء قال عنه بيرك أنه سوف يتم تفعيله مع طائرة التدريب البديلة.
“ونظرًا لقابلية التركيب لهذه المنصة فنحن قادرون على تغيير بعض خصائص الأداء الجوي بسهولة وبذلك نكون قادرين على المنافسة على مستوى من متطلبات الأداء الجوي في برنامج T-X، باستخدام نفس المنصة الأساسية مع إجراء تعديلات طفيفة.”
ستبقى طائرة التدريب البديلة بمحركين مزدوجين، وذيل مزدوج كما هو الحال في التصميم الأساسي لطائرة Scorpion. وسوف يشمل التغيير الجوهري على تقصير الأجنحة من 47 قدم إلى شيء أصغر حجمًا وأكثر حركية هوائية، بالإضافة إلى زيادة قوة الدفع في المحرك.
وأوضح بيرك: “عندما تحاول التحليق بطائرة مهمة الاستخبارات والمراقبة والاستطلاع ISR فأنت تريد التحليق المستمر. إذا كنت تبحث عن أسلوب تدريب لمدة ساعتين، يمكنك المراهنة بالأداء الجوي في مقابل كفاءة الوقود بحيث يمكنك الحصول على الأداء الجوي على حساب كفاءة الوقود الذي تحتاجه لطائرات ISR”.


تخطط القوات الجوية لإصدار طلب تقديم العروض في الربع الثالث من السنة المالية لعام 2016 من أجل برنامج T-X. وقبل ظهور الطلب، تخطط شركة Textron أن يكون لديها نموذج من طائرة التدريب البديلة تحلق في الجو لكي تثبت أنه يمكنها أن تلبي متطلبات القوات الجوية.
وقال بيرك: “أوضحت القوات الجوية أنها غير مهتمة بتطوير الطائرات. غايتنا هي جعل هذه الطائرة تحلق في الجو وتلبي أهداف التدريب” داخل البرنامج.”
وسوف يقوم الفائز في مسابقة T-X باستبدال طائرات التدريب T-38 الموجودة في الخدمة بــ 350 طائرة جديدة، وهو عقد كبير أثار منافسة كبيرة.
ويجري عرض ثلاثة طائرات تدريب من أجل مسابقة برنامج T-X في نظام طائرات التدريب المتقدم “Hawk”، وهو برنامج مشترك بين شركة BAE Systems، وشركة Northrop Grumman، وشركة L-3 للتدريب والمحاكاة، وشركة Rolls-Royce؛ وتقدم شركة Lockheed Martin طائرات T-50 من شركة كوريا للصناعات الفضائية؛ وطائرات T-100، وتعاون بين شركة General Dynamics والشركة الإيطالية Alenia Aermacchi.
أعلنت شركة Boeing وشركة Saab عن خطط لإنشاء تصميم جديد أيضًا. وعلى الرغم من أن المعلومات قليلة، تزعم كل شركة أن التصميم لن يعتمد على تصميم الطائرة المقاتلة Gripen التي تنتجها شركة Saab.

ولا تزال شركة Textron تبحث عن عمليها الأول، على الرغم من أن بيرك قال في مرات عديدة أن هناك مناقشات نشطة جارية الآن. وقال المسؤولون عن طائرة Scorpion أنهم يأملون في توقيع عدة صفقات دولية لتكون بمثابة عملاء الافتتاح.
ويعتقد “مايكل بليدز”، المحلل في معهد Frost & Sullivan، أن عرض الطائرة البديلة من شأنه فتح المزيد من المبيعات لطائرة Scorpion.

وقال بيرك أن السوق الدولية لديها تاريخ في استخدام طائرة واحدة للقيام بالتدريب الأساسي والهجوم الخفيف.
وأوضح بيرك: “أود أن أقول أن هذا جزء من خطة لحملة استراتيجية تقوم بعض الدول باستخدامها بالفعل، وهي الحاجة إلى طائرات الهجوم الخفيفة التي يمكن أن تؤدي مهام طائرات التدريب. إذا كان بإمكانهم شراء طائرة واحدة تلبي احتياجاتهم التدريبية والاحتياجات التشغيلية في نفس الطائرة التي هي في المتناول، فربما نغير ديناميكية القول بأن “هذه طائرة مخصصة للهجوم الخفيف وهذه طائرة مخصصة للتدريب.”
وأضاف: “ونعتقد أن هذا هو المكان المناسب في السوق، ويقدم لنا عملائنا الدوليين ردود الفعل التي نستهدفها بشكل صحيح.”
يخطط فريق عمل طائرة Scorpion أيضًا للاستفادة من خبرات شركة Textron المتنوعة. ويمكن أن يرافق عرض طائرات Scorpion عملية محاكاة من الذراع الداخلي للمحاكاة TRU، وقد تسمح خبرة الشركة في الصيانة بذلك لتوفير حل متكامل.
وقال بيرك: “” الكثير من عملائنا الدوليين لطائرات الاستخبارات والمراقبة والاستطلاع ISR البديلة بحاجة إلى القدرة على القيام بنوع مماثل من التدريب، لذلك نحن نقدم حلول مناسبة لمن يريد ذلك، أو الاختيار والمزج بين عناصر متكاملة من قائمة القدرات التي قد يريدوا إنتاجها محليًا والاستعانة بمصادر خارجية لإنتاج الأشياء الأخرى.”

UAE Negotiating Possible Scorpion Purchase
The United Arab Emirates is in discussions with Textron AirLand about becoming an early customer for Textron’s new Scorpion jet, according to sources.
While roadblocks remain to a potential deal, two sources with knowledge of the discussions indicated the talks are proceeding, including discussions between top Emirati officials and Textron’s CEO.
“There is interest in the UAE in the Scorpion, [and Textron Systems] Chief Executive Ellen Lord has been traveling and discussing with UAE Air Force and air defense officials for some time now,” said a US official familiar with the talks.
The business development team for Scorpion resides in Textron AirLand, not Textron Systems, but an industry source said Lord’s visits have indeed included discussions about the jet.
The Scorpion is designed to be an ISR plane with strike capabilities. First unveiled to industry skepticism in September 2013, the jet has won over a number of critics with its low cost and modular nature, a benefit of focusing on largely off-the-shelf components and composite parts.
The US official and an industry source with knowledge of the discussions said the UAE is eyeing the Scorpion for its aerobatic squadron Al Fursan, which flies the Alenia Aermacchi MB-339.
Aerobatic shows are not among the missions Textron had in mind when it designed the jet, yet the industry source said a purchase for Al Fursan would be a first step in a larger relationship.
“That’s probably looking at it as an entry point to get in there with the aircraft,” the industry source said. “This would be a fit for the M-346 mission as well.”
The UAE selected Alenia Aermacchi’s M-346 trainer in 2009, with an eye toward buying 48 aircraft, preferring it to the Korean T-50. But the deal then reportedly was entangled in a side deal to sell UAVs to the UAE, which was halted by technology transfer rules. Neither side has made an announcement since on the fate of the deal.
An Alenia source said that since the UAE’s selection of the M-346, nothing has changed.
“For Alenia Aermacchi, it is a strategic market,” he added. “They have the requirement and they decide to buy, we will be there.”
In August, the Scorpion team told Defense News it is developing a trainer-specific variant of the jet. That design would keep the twin-engine, twin-tail design of the basic Scorpion while shortening the wings from 47 feet to make them more aerodynamic, as well as increasing the thrust in the engine.
How the trainer variant changes could affect the cost per flying hour is unclear, but the estimated price, modularity and the fact there is already an ISR/light-strike package for the jet could make Scorpion an attractive replacement for the M-346.
“The Scorpion’s versatility, availability of spare parts and cost are attractive features,” the US official noted.
Benefits and Roadblocks
Giving the Textron bid a leg up is the potential for the government-owned Strata Manufacturing to take part in production of the jet’s composite body.
“The economics will be important as well,” the industry source said. “Strata will take a look and figure out how much of the airplane it can build. In terms of value added, Scorpion has the composite parts and Abu Dhabi has always wanted to produce aircraft.”
Textron officials have already briefed Homaid al-Shemmari, CEO of Strata’s parent company Mubadala Aerospace, on the jet, the industry source said.
Still, a number of large roadblocks remain in any potential agreement.
The UAE has been reluctant to be the launch customer for a new plane — a reluctance that is continuing now, with the industry source saying the UAE wants Textron to find another customer before officially signing on.
Where that customer would come from is unclear, although Textron officials have maintained there is a large potential market in Asia.
The industry source said Textron has had discussions, albeit preliminary, with Malaysia, Brunei, the Philippines, Indonesia, Bahrain, Qatar and Saudi Arabia, with Malaysia and Brunei the most likely to bear fruit.
Combined with a need to do deeper analysis on how the Scorpion would fit in with the training requirements put forth by the Emirati military, the industry source indicated any official agreement is still far off.
“I think it’s another 18 months away from an announcement, maybe two years. I think this is a 2016 candidate,” the source said. “But my money is still on Textron.”
A spokesman for the UAE could not be reached for comment, while a Textron spokesman declined to comment specifically on any potential UAE deal.
“Textron’s policy is not to comment about possible future sales, but the global international interest in Scorpion is strong, continues to grow, and we do have nations interested in being the launch customer,” spokesman David Sylvestre said.
The company has had great success at generating publicity with the Scorpion, which was kept largely secret until its unveiling in September 2013.
But while the jet has been widely traveled — internationally to the United Kingdom for the Farnborough International Airshow and domestically to shows such as the Air Force Association’s annual conference — it has yet to secure a first customer.
Company officials have made no secret of a desire to capture part of the US market, with plans to enter a Scorpion variant in the Air Force’s T-X trainer replacement competition. Yet officials have also been clear that the first customer is likely to be an international one.
Speaking to Defense News in July, Whit Peters, a former Air Force secretary and an adviser on the Scorpion project, outlined where the target market for the fighter may be.
“There are a lot of air forces that need something that can do ISR, potentially strike, but primarily what they need is something they can afford to acquire and operate safely,” Peters said. ■

Nigerian air force eyes Scorpion combat surveillance aircraft


Nigeria's air force has expressed an interest in acquiring the Textron AirLand Scorpion strike and surveillance aircraft in order to counter the Boko Haram Islamist insurgency in the country.


The service currently operates both dedicated strike and surveillance types – the Chengdu F-7Ni and ATR 42, respectively – but believes that a low-cost aircraft with a dual capability would enable quicker and more precise counter-insurgency operations.
“In my country, we want and need this,” AVM RA Ojuawo, director of operations representing CAS, Nigerian air force headquarters, told the International Fighter conference in London on 18 November. “We want this equipment, but are they going to give it to us?”


Ojuawo says Abuja will soon put in a request to the US government for the sale of up to a squadron’s worth of aircraft. However, it worries that approval may not be granted, based on the previous rejection of its appeal for Bell Helicopters AH-1 Cobra rotorcraft.


“It is going to take the international community to fight insurgency, and the only way to do that is to give [countries] the technology that they need,” Ojuawo says.
“The nature of warfare has changed…but air power remains important against irregular warfare, and the importance of air power in the contemporary environment is increasing,” he adds. “We as a nation and as an air force are having a rethink.”
The rise of al-Qaeda-linked Boko Haram has increased the threat of insurgency in Nigeria. However, the F-7 combat aircraft are unable to carry precision-guided munitions and are therefore poorly suited for counter-insurgency strikes in urban environments.
“We are really handicapped in targeting the enemy where they are,” Ojuawo says. Equally, the ATR turboprop is unarmed, and therefore while it can detect insurgents, there is a delay before strike aircraft can be brought on station.
“The ATR will see the enemy, know its position, but can’t do anything about it,” he adds. “We have to fight the way the enemy is fighting and find him where he is.”

Textron readies Scorpion jet for production
Textron AirLand has started making preliminary decisions ahead of launching the production phase of the light attack and reconnaissance Scorpion jet.
A formal production launch depends on signing the first order, but Textron AirLand is already selecting suppliers for the production phase, a spokesman says.
Honeywell has been selected to deliver a turbofan engine – the TFE731-40AR-3S – for the twinjet. It is the same engine currently powering the developmental prototype.
In September, Textron Aviation chief executive Scott Ernest said a launch order for the Scorpion could be announced by the end of this year.
“I feel pretty good that we’re in a position to definitely get something done this year,” Ernest says. “There are several interested parties albeit outside the United States. This is a product that has the ability to be a very economical operating product.”
Textron AirLand developed the product in secret for two years before unveiling the prototype in September 2013. It has flown more than 200h and appeared at the Farnborough air show and the US Air Force Association’s annual convention near Washington DC.
