BERLIN--Germany has cancelled the delivery of 37 Eurofighter jets worth 3.5 billion euros ($4.8 billion), a parliament official told The Wall Street Journal Wednesday.

German Deputy Defense Minister Stephane Beemelmans told a meeting of the lower house of parliament's defense committee Wednesday that Germany has cancelled the final tranche of 37 jets, according to the person who attended the meeting and declined to be identified. Germany had originally ordered 180 jets.

The decision came as the ministry cited cost reasons and said there is no need for these additional jets, said the person.

The ministry cancelled the outstanding delivery on Dec. 17 with MTU Aero Engines, the German engine maker, by agreeing to pay a fine of EUR54 million.

The Eurofighter consortium includes Airbus Group NV and Italy's Finmeccanica SpA.

The defense ministry couldn't immediately be reached for comment.

A spokesman for the Defense & Space unit of Airbus Group NV, which handles the German Eurofighter contract, didn't comment immediately about changes to the German order. He said Germany now operates 107 Eurofighters and has another 36 on contract before the 37 in question. The plan had been for Germany to take 180 Eurofighter

منظومة صواريخ سايدوندر الموجهة بالليزر LsGS سوف تدخل الخدمة في سلاح الجو الالماني خلال 2015\2016 في حال اعطت الحكومة الالمانية الضوء الاخضر بالتمويل لتطوير هذه المنظومة

وقال رئيس قسم تسويق الانظمة المحمولة جواً في شركة Diehl BGT الالمانية خلال معرض سنغافورة للطيران 2014 ان البرنامج يهدف الى الاستفادة من المخزون الهائل من صواريخ جو -جو سايدوندر AIM-9L وتأهيله لجعله صاروخ جو - سطح دقيق الاصابة لمهاجمة الاهداف الارضية الصغيرة وهو متوقع ان الحكومة الالمانية ستوافق على هذا البرنامج وقد وصفها بانها تعتبر حل مثير لطائرات التايفون وان برنامج LsGS يقوم باستبدال وحدة التوجيه بالاشعة تحت الحمراء في صواريخ AIM-9 واستبدالها بوحدة توجيه باشعة الليزر نصف نشط (SAL)

تقدم صواريخ LaGS جو - سطح الخفيفة الوزن ومنخفضة التكلفة حلولاً قتالية لعمليات الاسناد الجوي القريب (CAS)\وعمليات الاسناد الجوي القريب في البيئات الحضارية (UCAS) نظراً لاحتفاظه بنفس وزن الرأس الحربي الصغير للصاروخ الاصلي (10 kg) وهذا يعني الحد من الاضرار الجانبية او الانفجارات الثانوية كما انه يسهل دمجه على اي مقاتلة تستخدم صواريخ سايدوندر الاصلية وايضاً يمكن لطائرات التايفون بجميع طرازاتها استخدامه


Singapore Airshow 2014: Diehl confident Germany ready to approve ground-attack Sidewinder

Diehl BGT's Laser-Guided Sidewinder (LaGS) will enter service with the Luftwaffe in 2015-16 if the German government green-lightsfunds for its development, a company official told IHS Jane'sat the Singapore Airshow 2014.

Gerhard Dussler, head of marketing for Airborne Systems at Diehl BGT, said the programme to retool legacy AIM-9L Sidewindersfor a ground-attack role was in the development phase but would move forward if, as expected, the German government providedfunds. "Indications are strong and clear that the government will sign", he said.

Describing it as a "sexy solution" for the Eurofighter Typhoon, Dussler said international marketing for the LaGS programme,which modifies the AIM-9 Sidewinder air-to-air missile by replacing its infrared guidance system with a semi-active laser(SAL) seeker and guidance unit, would start once the German contract was signed.

"When it's operational, we'll look for customers," he said, adding that Diehl would approach potential customers "as longas the aircraft is Sidewinder compatible and it's a friendly nation".

Diehl is positioning the LaGS as a lightweight and low-cost precision-guided munition capability for air forces looking toreuse their existing Sidewinder stocks. Dussler said the small size of the Sidewinder warhead meant its effect would be mainlykinetic, reducing the threat of collateral damage or secondary explosions.

Airbus wants money for Germany’s scrapped Eurofighter order: report




Airbus is demanding 900 million euros ($1.2 billion) in compensation from Germany for cancelling an order for a batch of 37 Eurofighter jets, according to a newspaper report Monday.
The amount had emerged in a closed-door parliamentary budget meeting last week in which the scrapped fighter-jet order was also reported to lawmakers, said the Handelsblatt business daily.
Industry sources however put the Airbus compensation demand at about 800 million euros, said the newspaper.
None of the details has been confirmed by the companies involved or the German defence ministry, but industry sources said last week the down-scaling had long been on the cards and was not unexpected.
The Eurofighter consortium, Europe’s largest defence program, is a joint project of the Airbus Group, BAE Systems and Italian defence group Finmeccanica. It is in fierce competition with other fighter-jet makers such as Lockheed Martin, Boeing and Dassault Aviation.
National news agency DPA last week quoted unnamed government sources as saying the German defence ministry would reduce its total order for Eurofighter jets from 180 to 143.
The reduction had already been decided in late 2011 by the then defence minister Thomas de Maziere, the DPA report said.

تناقش امكانية الغاء او استمرار المضي قدما في انتاج الترانش 3B
وتم الأتفاق على أعطاء مهلة نهائية حتى منتصف 2014 لاتخاذ قرار نهائي

علما بأنه في 2009 وكحل وسط بين الحكومات والشركات
تقرر ان يقسم الترانش الثالث الى قسمين 3A و 3B
واعتمد انتاج 112 طائرة ترانش 3A
وكان المخطط السابق يقضي بأنتاج 124 طائرة ترانش 3B
مقسمة بالشكل التالي :

المانيا 37

المانيا الان حسمت امرها وقررت الغاء خططها لشراء ترانش 3 بي
ايطاليا هي الاخرى اعلنت اكثر من مرة على نيتها لاغاء طلبيتها من هذا الطراز ولكنها لم تتخذ قرار نهائي بعد

وحاليا خطوط الأنتاج في الدول المصنعة تسير ببطء
وان لم يتم الحصول على طلبيات جديدة فقد تتوقف خطوط الأنتاج في نهاية 2017 او بداية 2018

Time Running Out on Europe's Typhoon Orders

LONDON — Governments and industry are in discussions over
the fate of the final order of Eurofighter Typhoon combat jets for the four
partner nations involved in the program amid Germany’s plan to end its purchases
early.

The British, German, Italian and Spanish governments are in negotiations with
industry over whether to go ahead with part or all of what is known as the
Typhoon Tranche 3B order, an executive familiar with the talks said.

An Italian source said the industry partners have given the governments a
deadline to agree on the plan for Europe’s largest single defense program.

“The Eurofighter industrial partners have given nations until mid-2014 to
decide whether they wish to order Tranche 3B aircraft or not,” the Italian
source said.

Eurofighter — the Airbus Defence & Space, BAE Systems and
Finmeccanica-owned consortium that runs the program — wouldn’t be drawn on the
details of any discussions with the governments. But a spokesman did confirm
they were “talking to the customer to find a solution acceptable to both
sides.”

The four nations are on the hook for a total of 124 Tranche 3B aircraft for
what is planned to be the last batch of the twin-engine planes to be delivered
to the European partners.

With budget cuts across Europe biting into Air Force fighter jet numbers,
most analysts have for some time written off the possibility of a Tranche 3B
order, unless export orders are counted as part of the commitment.

The governments might have to pay compensation to industry if they do not
turn their longstanding commitment to buy the remaining Tranche 3 aircraft into
a firm order.

Tranche 3 was split into 3A and 3B portions as a compromise among the four
nations and industry in 2009, after the governments balked at committing to the
entire remaining order for the fighter jet amid the deepening economic crisis in
Europe and beyond.

Britain has the largest 3B commitment at 48 aircraft, followed by Germany
with 37, Italy with 25 and Spain with 14. All but the Germans have deep public
finance problems, which have led to reductions in defense spending.

The first of 112 Tranche 3A aircraft ordered by the four nations was test
flown by BAE for the first time late last year.

Assembly lines across the four nations will start going quiet at the end of
2017 if there are no further orders from the partner nations or export
customers.

Executives, though, say they are confident production of the Typhoon will
continue well beyond 2020 on the back of export orders.

An additional order for Saudi Arabia and a possible deal with Bahrain look
like the best prospects in the export market.

The fighter also is competing in Qatar and Kuwait, and secondhand planes are
being offered for lease by Malaysia.

India remains a potential customer if France’s Dassault Aviation fails to
seal long-running negotiations to supply the Rafale, a rival twin-engine
fighter.

The United Arab Emirates could also re-emerge as a customer, even though the
gulf state and BAE broke off negotiations in December for a possible 72-jet
order.

More than 400 Tranche 1 and Tranche 2 Typhoons have been delivered to the
four partner nations, plus export customers Austria and Saudi Arabia. The
aircraft has also been purchased by Oman.

German media last week reported that Stephane Beemelmans, a senior Defense
Ministry official, told the parliamentary defense committee in Berlin Feb. 19
that Germany’s final tranche of 37 jets was to be axed.

Beemelmans was sacked the following day by new Defense Minister Ursula von
der Leyen, who cited mismanagement of a number of procurement programs,
including the Typhoon.

The news of the cut, however, was not a surprise. Local business daily
Handelsblatt reported that former German Defense Minister Thomas de Maizière had
decided in 2011 that the ordered amount was to be reduced.

Among Germany’s partners, Italy has been the most vocal about its Eurofighter
intentions, although publicly, at least, its position has softened.

In 2010, Italy’s then-Defense Minister Ignazio La Russa said Italy would not
order the 25 3B aircraft that it had planned to buy, reducing Italy’s total
planned order from 121 to 96.

But his successor, Maurizio Mauro, said last year at the Paris Air Show he
would not exclude buying 3B aircraft.

“Let’s see, we will understand as we go along,” he said, adding it could be
linked to Italy’s ongoing F-35 joint strike fighter purchases from Lockheed
Martin, the program’s prime contrator.

A spokesman for Alenia Aermacchi, the Finmeccanica company that leads Italy’s
assembly effort, said the country’s air force would receive the first of its 21
Tranche 3A aircraft in the first half of this year.

He said no date had been fixed for the delivery of Italy’s final Tranche 3A
aircraft, but said Europe-wide production of Tranche 3A aircraft would wind up
at the start of 2018.

A spokeswoman for the British Defence Ministry said its “position was
unchanged, with no contract decision made yet.”

The British and Italians are also buying F-35s, although no production
contracts have been signed, and a debate is raging in Rome over just how many
F-35s Italy can afford.

The Spanish MoD couldn’t be contacted for a comment on its Typhoon plans.

لندن ― تجري الحكومات والشركات الصناعية مناقشات حول مصير الصفقة الأخيرة لطائرات (Eurofighter Typhoon) القتالية للدول الأربع الشريكة في برنامج Eurofighter في ظل خطة ألمانيا لإنهاء مشترياتها قريباً.
وقال مسؤول تنفيذي مُطّلِع على المحادثات أن حكومات بريطانيا، وألمانيا، وإيطاليا وإسبانيا تدخل في مفاوضات مع الشركات الصناعية حول ما إذا كان عليهم المضي قُدماً بشكل جزئي أو كامل فيما يُعرف باسم صفقة طائرات Typhoon Tranche 3B.

وذكر مصدر إيطالي أن الشركاء في الشركات الصناعية قد أعطوا الحكومات موعداً نهائياً للاتفاق على خطة بشأن أكبر برنامج دفاع في أوروبا.

وقال المصدر الإيطالي أن: “شركاء شركة Eurofighter قد أعطوا الدول الأربع الشريكة فرصة حتى منتصف عام 2014 لكي يقرروا ما إذا كانت لديهم رغبة في الحصول على طائرات Tranche 3B aircraft أم لا.”

كما أن شركة Eurofighter، وشركة Airbus Defence & Space، وشركة BAE Systems، بالإضافة إلى شركة Finmeccanica ― وهم مجموعة الشركات التي تدير البرنامج، لن يتدخلوا في تفاصيل أي مناقشات مع الحكومات. ولكن أكد المتحدث أنهم كانوا “يتحدثون مع العميل لإيجاد حل مقبول لكلا الطرفين.”

وتبقى الدول الأربع الشريكة في البرنامج في وضع صعب وحاجه ماسة إلى 124 طائرة من طراز Tranche 3B لتكون الدفعة الأخيرة من الطائرات ذات المحركين ليتم تسليمها إلى الشركاء الأوروبيين كما هو مُخطط.

ومع انخفاض الميزانية في جميع دول أوروبا والتي تقلل من قيمة الطائرات الجوية المُقاتلة، فقد استبعد معظم المحللون إمكانية صفقة Tranche 3B، ما لم يتم احتساب طلبات التصدير كجزء من الالتزام.

وربما يتعين على الحكومات دفع تعويضات للشركات الصناعية إذا لم تحول التزامها بشراء طائرات Tranche 3 المتبقية إلى طلبية مؤكدة.

كما تم تقسيم طائرات Tranche 3 إلى طائرات طراز 3A وطراز 3B كحل وسط بين الدول الأربعة الشريكة والشركات الصناعية في عام 2009، وذلك بعد أن رفضت الحكومات الالتزام بالطلبية المتبقية بالكامل من الطائرات المُقاتلة في ظل الأزمة الاقتصادية المتفاقمة في أوروبا والعالم.

وتمتلك بريطانيا أكبر التزام بتوفير 48 طائرة، تليها ألمانيا 37 طائرة، وإيطاليا 25 طائرة، وأخيراً إسبانيا 14 طائرة. ولكن ألمانيا تعاني من مشكلات مالية عميقة أدت إلى انخفاض في الإنفاق الدفاعي.

وكان طلب أول 112 طائرة من طائرات Tranche 3A من قِبل الدول الأربع الشريكة بمثابة اختبار قامت به شركة BAE Systems لأول مرة في أواخر العام الماضي.

هذا وسوف ينتهي نظام التجميع والإنتاج في الدول الأربعة الشريكة في نهاية عام 2017 إذا لم تكن هناك أي طلبات أخرى من الدول الشريكة أو من عملاء التصدير.

وقال المسئولون التنفيذيون أنه، بالرغم من ذلك، فهم واثقون من أن إنتاج طائرات Typhoon سوف يستمر بشكل جيد إلى ما بعد عام 2020 بسبب طلبات التصدير.

كما أن هناك طلبية إضافية للمملكة العربية السعودية وصفقة محتملة مع البحرين تبدوان أفضل فرص في سوق التصدير.
وتنافس أيضاً الطائرات المُقاتلة في قطر والكويت، كما يتم تقديم الطائرات المُستعملة للإيجار في ماليزيا.

وتبقى الهند عميلاً مُحتملاً في حالة فشل شركة (Dassault Aviation) الفرنسية لإنهاء المفاوضات المستمرة منذ فترة من أجل دعم الطائرة المُقاتلة Rafale، وهي طائرة مُقاتلة ذات محركين منافسة في السوق.

كما يمكن أن تظهر الإمارات العربية المتحدة مرة أخرى كعميل، بالرغم من أنها قد أنهت المفاوضات مع شركة BAE Systems في ديسمبر من أجل صفقة مُحتملة لــ 72 طائرة مُقاتلة.

وقد تم تسليم أكثر من 400 طائرة مُقاتلة Typhoon من طراز Tranche 1 وTranche 2 إلى الدول الأربعة الشريكة في البرنامج، بالإضافة إلى عملاء التصدير النمسا والسعودية. كما تم شراء الطائرة من قِبل سلطنة عُمان.

وذكرت وسائل الإعلام الألمانية الأسبوع الماضي أن “ستيفن بيملمانز”، وهو مسئول كبير في وزارة الدفاع، أخبر لجنة الدفاع في البرلمان في برلين في 19 فبراير أن حصة ألمانيا الأخيرة من 37 طائرة كان من المقرر أن يتم تخفيضها.

وتمت إقالة “بيملمانز” من قِبل وزير الدفاع الجديد “أورسولا فون دير لين”، الذي أشار إلى سوء الإدارة لعدد من برامج الشراء، بما في ذلك طائرات Typhoon.

وبالرغم من ذلك، فإن أخبار خفض الميزانية لم تكن مفاجأة. وذكرت صحيفة Handelsblatt اليومية للأعمال المحلية أن وزير الدفاع الألماني السباق “توماس دي ميزير” قد قرر في عام 2011 أن الكمية المطلوبة من الطائرات كان من المقرر أن تنخفض.

ولكن خليفته، وزير الدفاع الإيطالي الحالي “ماوريتسيو ماورو”، قال العام الماضي في معرض باريس للطيران أنه لا يستبعد شراء طائرات 3B.

وقال “ماورو”: “لنرى، سوف نفهم ونحن نمضي قُدماً في ذلك”، مضيفاً أن الأمر قد يكون مرتبط بمشتريات إيطاليا الحالية للطائرات القتالية من طراز F-35 من شركة Lockheed Martin، والتي تعتبر المقاول الأساسي في برنامج Eurofighter.

وقال المتحدث باسم شركة Alenia Aermacchi، وشركة Finmeccanica التي تقود جهود عملية التجميع، أن القوات الجوية في إيطاليا سوف تتسلم أول 21 طائرة من طائرات Tranche 3A في النصف الأول من هذا العام.

وذكر المتحدث أنه لم يتم تحديد موعد لتسليم آخر دفعة من طائرات Tranche 3A إلى إيطاليا، ولكنه قال بأن إنتاج طائرات Tranche 3A في جميع أنحاء أوروبا سوف ينتهي في بداية عام 2018.

وقالت المتحدثة باسم وزارة الدفاع البريطانية أن “موقف بريطانيا قد تغير، في ظل عدم اتخاذ قرار بشأن عمل عقد حتى الآن.”

كما تشتري كل من بريطانيا وإيطاليا طائرات F-35، على الرغم من عدم توقيع عقود الإنتاج، وتدور نقاشات حادة في روما حول كم عدد طائرات F-35 التي من الممكن أن تقدر إيطاليا على شرائها.

وتعذر الوصول إلى وزارة الدفاع في إسبانيا للتعليق حول خططها بشأن طائرات Typhoon.
